• is based less on factors relating entirely to economic location and more on cultural projects that increase attractiveness and serve as drivers of innovation
• responds to increasing demands for mobility with environmentally friendly transportation concepts
• pursues a strategy of participation which integrates the communities, business and, most importantly, inhabitants in planning and implementation 
• does not focus on the legal protection of its own interests but instead forges alliances with cooperation partners and strives for mutual success 
• sees administrative functions as efficient service providers that treat inhabitants as customers.
